The Rules of the United States Golf Association govern play in all Wanaki Men’s Club events including all tournaments, leagues, and club championship matches.
This means that unless a specific local rule is in effect (and clearly defined in the event notes or a posted notice), the USGA Rules apply to all aspects of play — from equipment and conduct to stroke play, match play, and course conditions. Local rules can modify or add to the USGA/R&A rules, but they do not override them unless otherwise stated.
